Who's moving from the UAE to Ireland

Returning Irish emigrants

The most common profile on this route. Irish people in construction, engineering, finance, oil and gas, hospitality management, and healthcare who went to Dubai or Abu Dhabi in their 30s and built a career there. The UAE has one of the largest concentrations of Irish professionals outside Europe including Jumeirah, Dubai Marina, Mirdif, the Springs and Meadows communities outside the city are all home to substantial Irish communities.

These people typically arrive back in Ireland with significant savings (the result of years without income tax) but often with no pension provision. They've usually been living in furnished or semi-furnished apartments, which means smaller shipments than you'd expect from people who've been away for 10 years. Many have a car they're attached to, a couple of kids who've been in international school, and a specific plan for where they're settling in Ireland.

Non-Irish people in the UAE workforce

Dubai and Abu Dhabi are genuinely international cities. The professionals arriving in Ireland from the UAE include people from across Europe, South Asia, North America, and Australia who were based in the UAE and are now relocating to Ireland for a job, a partner, or a decision to settle in Europe. This group tends to move smaller volumes (one or two-bedroom apartments) and their main questions are practical: Irish visa requirements (if applicable), healthcare, and how to get set up quickly.

Getting your belongings from the UAE to Ireland

Everything from the UAE to Ireland travels by sea. Jebel Ali in Dubai is one of the world's largest container ports. It's extremely well-served, with regular departures to European ports. Abu Dhabi's Khalifa Port handles cargo from the capital.

Transit time to Dublin

Sea freight from Jebel Ali routes through the Suez Canal. Transit to Dublin port: 5-7 weeks depending on routing, vessel schedule, and whether your shipment goes directly or transits through a European hub such as Rotterdam or Algeciras. This is a well-established route with reliable services.

If you're in Sharjah, Ajman, or the northern emirates, Jebel Ali is still typically the most practical departure port given its frequency and connectivity.

Part-load (LCL) vs full container (FCL)

LCL (Less than Container Load): your goods share a 20ft or 40ft container with other shipments heading in the same direction. The right option for most UAE-to-Ireland moves. Many people in the UAE have been living in furnished apartments and are moving personal effects, clothes, artwork, and selected furniture — not a full house worth of goods. LCL is almost always more cost-effective for this volume.

FCL (Full Container Load): your own 20ft or 40ft container. Worth considering if you've been in a large, fully furnished villa in a community like Arabian Ranches or The Springs and you're shipping the contents. A 20ft container fits roughly a 2-3 bedroom house. A 40ft fits a 4+ bedroom house.

Air freight

Available for priority items you need in Ireland before the sea shipment arrives including documents, valuables, work equipment, anything you can't wait 6 weeks for. Dublin is well-connected from Dubai International and Abu Dhabi International. Air freight transit is 3-5 days. The cost per cubic metre is significantly higher than ocean; use it for a small number of priority boxes, not furniture.

When to book

12 weeks before your Irish move date

Start the process. Book a video survey, we assess your volume, packing requirements, and access over a call. The UAE-to-Ireland time zone difference is 3-4 hours depending on the time of year, which makes scheduling straightforward.

If you have pets: read Section 6 before anything else. The titre test waiting period applies from UAE, and the timeline matters.

8-10 weeks before

AMC collection from your UAE address. Goods packed, loaded, UAE export customs completed, container booked onto the vessel.

In transit (weeks 4-7)

AMC tracks the shipment and prepares Irish customs clearance documentation (Transfer of Residence application, inventory review, Revenue clearance) while your goods are on the water.

On arrival in Dublin

Customs clearance, container released from port, AMC collects and delivers to your Irish address. If your Irish address isn't confirmed yet, your goods go into our Naas warehouse until you're ready.

Irish customs from a UAE origin

Ireland is in the EU. Goods arriving from the UAE are crossing an international customs boundary. The mechanism that keeps your household goods duty-free and VAT-free is Transfer of Residence (ToR) relief, administered by Irish Revenue.

The conditions:

For returning Irish emigrants: if you've been in the UAE for more than a year and are coming home with goods you've owned and used, you qualify.

For non-Irish people arriving for the first time: the same conditions apply, 12 months of UAE residency and personal effects owned for 6+ months qualifies you.

What isn't covered: new items in original packaging, alcohol and tobacco, commercially purchased goods, and vehicles.

What we need from you for the ToR application: a detailed inventory of all items (AMC provides the template), proof of UAE residency for the past 12+ months. Your Ejari tenancy contract, DEWA utility bills, or UAE bank statements work well, proof of your new Irish address or evidence it's in progress, your Emirates ID number, and your PPS number if you have one from before you left Ireland.

How AMC handles it: we file the ToR application to Revenue on your behalf before your shipment arrives at Dublin port. You don't deal with Revenue directly.

Bringing your car from the UAE

VRT, LHD vehicles, and the UAE car market

The UAE drives on the right side of the road. Cars there are left-hand drive, the same configuration as US-market vehicles, and the opposite of Ireland, which drives on the left. The practical implications for using a LHD car in Ireland are the same as for US imports: headlights calibrated for right-hand traffic dip toward oncoming vehicles on Irish roads. Most cars can have the headlight beam pattern adjusted at an NCTS centre, it's a common fix, but worth factoring in.

Driving a left-hand drive car day-to-day in Ireland is legal. It's less intuitive for overtaking and parking manoeuvres, and some people find it uncomfortable long-term. Others adapt within a few weeks. It's worth being honest with yourself about how much you'll actually use the car before committing to shipping it.

The UAE car market and Irish OMSP

Many popular vehicles in the UAE are large, American-spec, or luxury models, Toyota Land Cruiser, Nissan Patrol, Lexus LX, Range Rover, often with V6 or V8 engines. These sit in the highest VRT bands based on CO2 emissions. Revenue's OMSP assessment is based on what that car would sell for on the Irish market, not what you paid for it in Dubai. On a large V8 SUV, VRT without relief can run to €10,000-18,000.

VRT relief applies if you've owned and used the car for at least 6 months and you've been living outside Ireland for at least 12 months. The relief exempts you from paying VRT on one vehicle, which on a high-emission car is a significant saving. The honest calculation

Before committing to shipping a large UAE-spec vehicle to Ireland, run the numbers: VRT (even with relief, you'll pay if you don't qualify), insurance on an uncommon left-hand drive model, fuel costs at European petrol prices, and road tax on a high-emission engine. Some people arrive from Dubai with a Land Cruiser and love it. Others sell in Dubai and buy something smaller and European on arrival. Both are reasonable choices, it just depends on the vehicle.

The registration process:

  1. Get Irish car insurance before the car arrives
  2. Book an NCTS appointment (imported vehicle inspection) within 30 days of arriving in Ireland
  3. VRT assessment at Revenue, or ToR relief application if you qualify
  4. Pay VRT or confirm relief
  5. Register the vehicle and receive Irish plates

Moving your pets from the UAE to Ireland

Ireland has strict pet biosecurity rules. The UAE is not on the EU's simplified pet travel list, which means the full titre test process applies, the same as Australia and the USA.

What your dog or cat needs:

For dogs only: tapeworm treatment between 24 and 120 hours before arriving in Ireland.

The timeline

Vaccination, then 30+ day wait, then titre test, then 3-month wait, then travel. Minimum 4 months from vaccination to entry. If your pet has a valid titre test on record already, check with your vet whether you're within the window. If not, start immediately.

The MOCCAE health certificate must be endorsed before departure. Book this appointment well ahead of your travel date. The certificate is only valid for 10 days from issue, so timing matters.

Going from tax-free to taxed

This isn't tax advice. Talk to a tax adviser who works with returning Irish emigrants before you move. But here are the things worth knowing before you arrive. Ireland taxes you on your worldwide income from day one of Irish tax residency.

In the UAE there's no personal income tax. The salary you've been living on has arrived in your account in full. That changes the moment you become an Irish tax resident. Irish income tax, USC (Universal Social Charge), and PRSI apply to your Irish employment income from the start. On a salary of €80,000-100,000, combined deductions typically run to 40-50% of income above the standard rate band.

This isn't a surprise to most people in principle. They know Ireland has income tax. But the practical reality of a significantly smaller monthly take-home after years of untouched salary can still catch people out. Budget carefully for the first few months while you adjust.

End of Service Gratuity (EOSB)

Most UAE employment contracts include an End of Service Gratuity, a lump sum paid by your employer when you leave, calculated on your years of service. When and how this is taxed in Ireland depends on the timing of your departure, when the payment lands, and how Irish Revenue categorises it. Get specific advice from a tax professional before you leave, this is not something to figure out after the money has arrived in your Irish account.

Pension

Many Irish people who spent years in the UAE have no pension provision. The EOSB and accumulated savings have been the plan. On arrival in Ireland, joining an Irish pension scheme and making contributions is worth prioritising, contributions are tax-deductible up to certain limits, which is a meaningful benefit inside a tax system you're now fully part of. An Irish financial adviser can set this up quickly.

The Ireland-UAE tax position

Ireland and the UAE don't have a Double Taxation Agreement. For people with ongoing UAE income sources after moving to Ireland  (rental income from UAE property, share dividends from UAE investments) the absence of a treaty means the standard rules apply and Irish tax advice is important.

Healthcare

UAE employment typically includes mandatory health insurance provided by your employer, DHA-regulated in Dubai, DoH-regulated in Abu Dhabi. That cover ends with the job.

There's a gap between leaving UAE employment and getting properly set up in Ireland. Travel insurance covers some emergency scenarios during transit, but it's not a substitute for proper healthcare cover once you're settled.

Irish public healthcare (HSE)

Irish citizens returning to Ireland have immediate HSE entitlement. Public GP visits run €60-80 for most people (free for medical card holders). Medical card eligibility is income-based, if your income for the assessment year is below the published threshold, you may qualify.

Private health insurance in Ireland

Most working adults in Ireland carry private health insurance alongside HSE entitlement. VHI, Laya Healthcare, and Irish Life Health are the main providers. Monthly premiums run €80-250/month for adults depending on cover level. Private insurance gives faster access to consultants, private hospital rooms, and some services not publicly available.

If you're arriving with a job offer at a multinational, private health insurance is often included in the package, confirm before you arrive.

Watch for the Lifetime Community Rating (LCR) loading, if there's a gap of more than 13 weeks between health insurance cover and joining an Irish private insurer, you may face a percentage loading on your premium for each year over 34 you were without cover. Get Irish private health insurance in place quickly after arrival, and keep documentation of your UAE employer health cover to support a reduced loading claim.

Registering with a GP

Register with a GP when you arrive, before you need one. GPs are the entry point to the rest of the Irish healthcare system. Find one near your Irish address at hse.ie, confirm they're accepting new patients, and register in person.

The practical checklist for UAE arrivals

PPS number

The Personal Public Service number, Ireland's equivalent of a national tax and social services ID. You need it for employment, Revenue, healthcare, and most government services. Apply at your local Intreo Centre with your passport and proof of Irish address. For returning Irish people, your old PPS number is still valid and may just need reactivation.

Irish bank account

You need an Irish bank account for salary payments, rent direct debits, and utility bills. AIB, Bank of Ireland, and Permanent TSB are the main high-street banks. Revolut (Irish IBAN) is the quickest to open and works well while you build your Irish banking history. Most mainstream banks need proof of address and a PPS number before opening an account., Revolut needs only your passport and a selfie.

Keep your UAE bank account open for a period if your bank allows it. You may still have UAE-related transactions in the months after you leave, and having a UAE dirham account avoids conversion costs on those.

Driving licence exchange

UAE driving licences are on Ireland's bilateral recognition list. You can exchange your valid UAE licence for an Irish one at an NDLS (National Driver Licence Service) centre without retaking a driving test. Bring your UAE licence, a certified eyesight report from an optician, proof of Irish address, and your PPS number. Confirm current requirements at ndls.ie before your appointment.

This surprises most people from the UAE. The exchange is direct. No test, no theory exam. One appointment at an NDLS centre.

Revenue registration

Once you're earning in Ireland, your employer handles Revenue registration and PAYE deduction. Set up a Revenue myAccount online to manage your tax credits, PAYE record, and any returns required.

Start immediately if you know you're moving.

Do I still need to file UAE tax returns after I leave?

The UAE has no personal income tax, so there are no returns to file. Once you're an Irish tax resident, Irish Revenue is the only tax authority you report to for employment income. If you have ongoing UAE income sources after leaving (rental property, investment income) Irish Revenue needs to know about it. A tax adviser can set this up correctly.
